Tokyo’s 2018 budget for H2 business reduced to 3.3 billion

On January 26, Tokyo Metropolis announced its budget bill 2018 of 3.3 billion for the “Promotion project to realize a hydrogen society.” The draft budget was decreased by 2.2 billion from the previous scale of 5.5 billion including consigned projects in 2017. The draft is expected to be deliberated in the coming regular meeting of the Metropolitan Assembly in February.

Of the budget bills related to hydrogen, the biggest amount is 2.1 billion for the promotion project to form an area of “Smart Energy.” It is aimed to subsidize for the introduction of equipment like co-generation, fuel cell for business and industrial use and pure hydrogen type fuel cell. The second biggest amount is .8 billion for the Fuel Cell Automobiles Promoting business. From 2018 the applicable field will be extended to the introduction of FCV by taxi business operators. Furthermore, for the introduction of fuel cell bus, an amount of 60 million has been posted which is 10 times more than the budget in 2017. It is equivalent with the subsidization for an introduction of 30 FV buses on the assumption that an annual leasing expense amounts to 2 million.
 
Shown below are 3 new projects related to hydrogen:
a. Project of FC-ship navigation services for opening of the Tokyo Olympic Games 2020 (budget: 100 million)
b. Examinations and explorations to develop H2 stations in use of the existing gasoline filling stations (budget:20 million)
c. Utilization of CO2-free hydrogen made in Fukushima Prefecture (budget:8 million)

As for the above-mentioned FC-driven ships, Tokyo aims for Japan’s first commercial ship services to subsidize the construction cost granted to the selected applicants who carry out verification activities.
